The City of Landrum, Landrum Quilters, and Polk County Community Foundation started the trail project in 2012. Some blocks are easy to find, while others are hidden. Most blocks are within the city. The Business Association saw the trail's tourism potential. In 2012, the City Council approved the Foothills Quilt Trail project. The Council funded quilt blocks, a website, and materials. A grant in May 2012 helped add 19 blocks. The City Council and the administrator back the trail's growth. Quilters help those sponsoring blocks.
